President Claudia Sheinbaum has appointed Pemex Chief Financial Officer Víctor Rodríguez Padilla as the new chief executive officer of Petróleos Mexicanos (Pemex), marking a significant leadership transition at the heavily indebted state oil producer as the government seeks to stabilize finances and strengthen domestic energy operations.
Rodríguez Padilla, who has served in senior financial and energy policy roles within the Mexican government and Pemex, will assume leadership of the company during a period of mounting operational and fiscal pressure. Pemex continues to face declining crude output from mature offshore fields, rising debt obligations, refinery modernization challenges, and increasing demands for investment in exploration and production.
The appointment reflects the Sheinbaum administration’s strategy of reinforcing state oversight of Mexico’s energy sector while prioritizing financial discipline and operational efficiency within Pemex. Government officials said the new leadership team will focus on improving cash flow management, optimizing refinery performance, reducing supplier payment delays, and advancing strategic upstream projects in the Gulf of Mexico.
“Pemex remains a strategic pillar of Mexico’s economic and energy security,” the administration said in a statement. “The new management will work to strengthen the company’s financial position, modernize operations, and ensure sustainable long-term production.”
Industry analysts view Rodríguez Padilla’s financial background as particularly important given Pemex’s debt load, which remains among the highest of any oil company globally. Investors and suppliers are expected to closely monitor the company’s approach to debt restructuring, capital expenditure priorities, and partnerships with private-sector operators.
The leadership change also comes as Mexico continues efforts to expand refining capacity and reduce dependence on imported fuels through projects including the Dos Bocas Olmeca refinery and modernization of existing refining assets.
