Metsähallitus and Nordic Generation Reach Agreement on Finnish Wind Power Project

Metsähallitus has agreed to transfer the project rights for three wind power projects to Finnish renewable energy developer Nordic Generation.

The projects located in Simo, Kajaani and Pyhännäs form a total renewable electricity production of almost 800 megawatts, which strengthens the Finnish electricity system and supports the government's goal of achieving carbon neutrality by 2035.

The amount of electricity produced by the projects will correspond to the consumption of over 100,000 Finnish households.

“This agreement shows that there is demand for high-quality wind power projects and that the Finnish energy market is also attractive internationally,” says Markku Tuominen , Director of Wind Power at Metsähallitus.

“The market is confident that the demand for clean energy will continue to grow in Finland. About a third of Finland's total energy consumption is still based on fossil fuels. If Finland is to achieve its carbon neutrality goal, renewable energy projects must be further developed and the share of clean energy must be increased decisively,” Tuominen states.

“Metsähallitus’ wind power projects fit perfectly with our strategy and complement our project portfolio, which we are developing to meet Finland’s growing electricity demand. The best way to meet demand is to increase renewable energy production,” says Marko Salmela, CEO of Nordic Generation .

“Nordic Generation's strong execution capabilities and responsible operating practices were decisive factors in our decision to proceed with the transaction,” says Tuominen.

Nordic Generation is backed by Octopus Energy Renewable Infrastructure Trust plc (ORIT) and Sky – two funds managed by Octopus Energy Generation, one of Europe's leading investors in renewable energy projects.

Metsähallitus continues to develop projects

Metsähallitus and Nordic Generation have agreed that Metsähallitus will continue to develop the projects until the permits come into force. In Pyhännän Konnunsuo, Metsähallitus will continue to co-develop the project with Vapo Terra Oy, a member of the Neova Group. Metsähallitus and Nordic Generation are also preparing plans for involving local communities and will provide information on progress later.

“This enables projects to be optimized according to the buyer's goals. Nordic Generation has been particularly interested in the local impacts of projects, especially issues related to the landscape,” says Tuominen.

Wind power projects support municipalities' climate goals and generate an average of approximately 35,000 euros in property tax revenue per wind turbine per year.

EY-Parthenon acted as commercial advisor and Hannes Snellman as legal advisor in the contract negotiations.

Simo Lyypäkki

Kajaani Harsunlehto

  • 5 wind turbines in planning for state land
  • EIA and zoning status: Harsunlehto has been part of the Piiparinmäki-Lammaslamminkangas EIA procedure, which ended in 2014. The proposed zoning plan will be available in 2026.

Pyhäntä Konnunsuo

  • A project jointly developed by Metsähallitus and Neova.
  • A total of 34 wind turbines are planned for state and private land.
  • EIA and zoning status: Reasoned conclusion from the EIA report received in June 2025, the proposed zoning plan will be available in 2026.
