Kintore Hydrogen Project Secures Planning Permission

29/04/2025

Aberdeenshire Council has approved planning permission in principle for Kintore Hydrogen - paving the way for the UK’s first utility-scale green hydrogen project.

Kintore Hydrogen is a groundbreaking project that will become the UK’s largest green hydrogen production facility once complete. Kintore Hydrogen will save billpayers £billions avoided wind curtailment costs, help strengthen our energy security and safeguard UK industries, while creating thousands of green jobs during its construction and operation.

At full 3GW capacity, Kintore Hydrogen will:

  • Save billpayers £billions in avoided wind curtailment costs and balance a clean power energy system
  • Avoid up to 1.4 million tonnes of CO₂ emissions each year by replacing natural gas
  • Strengthen the UK’s hydrogen economy and support long-term decarbonisation

Project overview

Kintore Hydrogen will bring significant benefits for the whole UK by maximising the value of the UK’s renewable energy assets and accelerating the production of clean and secure energy.

Kintore Hydrogen is developing 3GW of electrolysis, to be built in phases, in order to produce green hydrogen from surplus Scottish wind power. It will supply both power generating facilities and the UK's most carbon intensive industrial clusters through existing gas transmission pipelines. Upon completion, Kintore Hydrogen will be one of the largest of its kind in Europe.

The Kintore Hydrogen development proposal is for a facility for the production of green hydrogen by electrolysis. The project is proposed to be powered by renewable energy, supplied from SSEN’s Kintore Substation, and water from the River Don, for which the project has secured an abstraction licence by SEPA. The facility will be connected to the Substation and river by underground pipelines, the development of which are included within the proposal.

The hydrogen produced will be injected into the network of pipes running underground close to the proposed electrolyser site.
