DSB announces framework agreement for joint preparedness and crisis support tools

The Directorate for Social Security and Emergency Preparedness (DSB) has entered into a framework agreement with RAYVN/Proactima for the delivery of common preparedness and crisis support tools for use by the state and municipalities.

State administrators, municipalities, a number of directorates and businesses need digital tools for the most efficient and coordinated crisis management possible, and so that one can subsequently review decisions and resource use in a process involving several authorities.

"Crisis support tools are absolutely essential for effective management, handling and sharing of information during incidents where time is an important factor," says DSB director Elisabeth Aarsæther.

DSB has carried out a thorough procurement process in accordance with the provision that applies to a negotiated procedure, where nine suppliers met the qualification requirements and four suppliers were selected to submit offers. In the end, RAYVN/Proactima had the offer with the best ratio between quality and price, and was awarded the framework agreement.

The tool will help to coordinate and organize information during unwanted incidents, where directorates, state administrators, civil defense districts, municipalities and others are involved in the handling.

The new agreement replaces the previous agreement and tools from another supplier, and is available for use in autumn 2023.

RAYVN/Proactima is an all-Norwegian consortium. The framework agreement has a duration of 6 years with an option for a further 2+2 years. The agreement also includes an option for tools for risk and vulnerability analysis and exercise planning, as well as consultancy services.

Training of the users is now underway so that they are ready from the start time on 1 October 2023.
